UP Jal Nigam Floats ₹6.23 Crore Tender for Ghaziabad Water Supply Scheme

Introduction

In addition, evidence of equivalent financial turnovers and execution of similar works valued at 30%, 40%, or 60% of the current tender estimate must be submitted. All qualifying works must have been completed within the last decade.

Eligibility and JV Provisions:

  1. Bid Capacity:
    At the time of bidding, the JV must have an available bid capacity greater than the estimated cost of the work.
  2. Bid Capacity Formula:
    Assessed Bid Capacity = (2 × A × N) / B

A = Highest turnover in the last 5 years (adjusted to current value)

N = Project duration in years

B = Current commitments during the project period

  1. Bid Capacity per Member:
    Each JV member’s bid capacity must match their share in the JV. The total bid capacity of the JV must meet or exceed the required capacity.
  2. Debarment Status:
    None of the JV members should be blacklisted or debarred by UP Jal Nigam (Urban), any government department, or PSU in any capacity.
  3. Government Employees:
    Retired engineers or officers from the government/UP Jal Nigam cannot work as contractors for 2 years after retirement without the UP Government’s permission.
  4. Experience (Last 10 Years):
    The JV must have successfully operated and maintained similar works in the last 10 years.
  5. Similar Work Includes:
    The scope of similar work experience required includes the operation and maintenance of Water Treatment Plants (WTP), which involves ensuring the continuous and efficient functioning of systems that treat raw water to make it safe for consumption. It also covers primary treatment works, referring to the initial processes that remove large particles and sediments from raw water before further treatment. Additionally, the experience should include handling raw and clear water conveyance mains and associated infrastructure, which entails the management and upkeep of pipelines and facilities used for transporting untreated and treated water across different stages of the supply system.
  6. Financial Records:
    Each member must provide audited balance sheets and profit & loss accounts for the past 5 years.
  7. Performance Certificates:
    Must be clear and certified by an officer not below the Executive Engineer/Project Manager.
  8. Litigation Status:
    Submit an affidavit declaring no criminal cases are pending against any JV member’s proprietor, partner, or director.
  9. Earnest Money Deposit (EMD):
    EMD must be submitted along with proof of deposit.
  10. Bank Guarantee:
    May be required; must be verifiable and encashable at a branch in the project office’s city.
  11. General Firm Info:
    Each JV partner must submit a general information form with firm details.
  12. Power of Attorney:
    Submit a Power of Attorney authorising the bid signatory.
  13. Bid Validity Affidavit:
    Submit an affidavit confirming the bid will remain valid for at least 120 days from the tender opening date.
  14. Technical Experience:
    Both JV members must have a minimum of 30 years of relevant technical experience.
  15. One Participation Rule:
    A member cannot be part of more than one JV or apply individually for the same tender.
  16. Tender in JV Name:
    The tender form must be submitted in the name of the JV Consortium only.
  17. Performance Guarantee:
    A single Performance Guarantee must be submitted in the JV Consortium’s name.
  18. Joint Liability:
    All JV members will be jointly and severally liable for executing the project.

Prospective bidders must access detailed tender documents via the official e-procurement platform. Key submission requirements include:

  • Audited financial statements for the past five fiscal years,
  • Certified proof of relevant work experience and performance,
  • Affidavits regarding litigation history and criminal record (if any),
  • Earnest Money Deposit (EMD) of ₹10,00,000, and
  • Non-refundable document procurement cost of ₹23,600.
