UPCL Announces ₹2.25 Cr Transmission Infrastructure Project for Haridwar

Introduction

In a move aimed at enhancing regional transmission infrastructure, the Uttarakhand Power Corporation Limited (UPCL) has formally invited competitive bids for the construction and laying of a 33 kV bay in Haridwar. Valued at approximately ₹2.25 crore, the project is positioned as a strategic intervention to support growing load demands and strengthen the state’s electricity distribution capacity.

The tender, published through the official e-procurement portal, specifies a bid opening date of 18 June 2025, with the final date for submission set for 2 July 2025. This initiative forms part of UPCL’s ongoing commitment to ensuring reliable, high-voltage transmission systems across Uttarakhand’s urban centres and peripheral zones.

Scope of the Project

The contract entails the construction and trenchless laying of 33 kV cable bays, involving both Low Tension (LT) and High Tension (HT) works. This includes trenchless cabling methodologies that minimise surface disruption and align with modern urban utility standards. The estimated cost of works matches the full project value of ₹2,25,16,626.

Eligibility and Technical Qualifications

To qualify, bidders must be classified as “A Class” licensees, a designation that ensures sufficient technical and safety compliance for high-voltage electrical works. Applicants are further required to have:

  • Successfully executed LT/HT and trenchless cabling projects for 100% of the estimated project value within the past five years for a government body, SEB, or power sector utility.
  • Provided certified performance documentation, affirming at least one year of satisfactory functioning post-completion.
  • Maintained a Minimum Average Annual Turnover (MAAT) of not less than ₹337.76 lakh over the last three financial years.

It is important to note that Joint Ventures (JVs) are not permitted to participate in this tender. This stipulation is likely intended to streamline bidder accountability and ensure direct technical responsibility.

Application Procedure

Interested and eligible bidders are required to:

  1. Visit the UPCL’s e-procurement platform to download relevant tender documents, including the scope of work, financial templates, and technical specifications.
  2. Submit their completed bid documents following the outlined terms prior to the 2 July 2025 deadline.
  3. Furnish a non-refundable document fee of ₹11,800 and an Earnest Money Deposit (EMD) of ₹4,51,000, as specified in the tender instructions.
